Why are my flat monthly fees not showing up when I approve the manifest?

Flat monthly fees will not show up on the approve data page, they will only show up in the Bill Invoices section.

The reason that the flat monthly fees do not show up on the approve data page is because the Approve data page shows the data for individual manifests.

However, monthly invoices can contain multiple manifests, for that reason flat monthly fees are applied at the invoice level and not the manifest level.
