The billing system allows tiered pricing when creating pickup or delivery rules.
New pickup rules are created in the affiliate portal under Billing > Rules & Fees > Pickup Rules. In the upper right hand corner is a button to Add New Pickup Rule.
Tiered pricing is put in place by using the From and To inputs. Lets say I have a 3 gallon container, and I want to charge $20 flat for the first two containers. This is how I would set that up:
